Senate Bill Puts USDA In Charge Of Emissions Offsets

Law360, New York (November 05, 2009) -- Sen. Debbie Stabenow, D-Mich., has introduced legislation that would reportedly put the U.S. Department of Agriculture, rather than the U.S. Environmental Protection Agency, in charge of most domestic offsets under a cap-and-trade program for greenhouse gas emissions.
