Law360, New York (June 11, 2009) -- Key differences exist between the cap-and-trade scheme proposed by the Waxman-Markey Bill and Phase II of the EU Emissions Trading Scheme (EU ETS), from 2008-2012, and Phase III of the EU ETS, from 2013-2020.
